unprofessional employees

I have lived at one of the sites numerous years but recently on contacting one of the general managers, I was trying to list my complaints she told me to be quite or she would hang up on me. The property is in dire need of repairs(garage doors,painting exteria and interior and I have called the office for work orders but to date none of the repairs have been done. I was also informed although I have called and requested work orders that I should submit the request in writing.
